There are a number of programs available for the home and office design-it-yourselfer. Some are only free trials, some are actually free. You get what you pay for.

I've always just used a spreadsheet program to make my floorplans. I use OpenOffice instead of Excel but the operations are the same.
Makes for a very clean organized take-off that is easy to read when printed and has only what information you want on it. It doesn't do the proposal for you but gives you something to work with.
