Under the Tools menu item, choose Internet Options. In the General tab, select Tabs | Settings. Near the bottom, see "Open links from other programs in:" and select the option you want. When typing in an address in the address bar and hitting Enter, the website will open in the current tab. If you want to have an address you manually type in open in a new tab, then open a blank tab first. If you want that address to open in a new window, you have to open a second instance of the browser first, then type in the address.
Internet Options provides you with a number of browser specific settings. You should take a look at all of them and their options. It is a little misleading to call it Internet Options when it is really just Internet Explorer options and how that particular browser interacts with the Internet.
