If you have an air compressor, a cheap needle scaler (the one I used was harbor freight one) will work reasonable well to remove paint and it does not create bunches of dust, but it will pulverize the old floor paints and rough up the surface, I did a old basement bath room once that had a good 1/16" of paint on it with one as at that time it was the only tool I had to work with,
but as stated if you got a bush chisel, and a hammer

Correct me if I'm wrong but a needle scaler is about 3/4" in diameter on the business end - right?
And a bushing tool will pulverize the surface of the concrete about 1-1/2" at a time - right?

Now before someone decides I am a pampas ass I can tell you that I have personally performed all of the above procedures over the years and I am convinced I have experience at this. Trust me! Of course I am a pampas ass but a pampas ass that knows what he is talking about on this subject.

yes is the answer,
but if one wants to do it by hand it is a way,
with the air needle scaler do to the fact it is powered, an if one gets on the correct angle you can actually cover a lot of ground fairly fast, but I would not suggest a very large area if your time is valuable with it,

Okay Bud you can be the pampas ass but I still get to claim pompous ass!
You can make very good time with the Bosch Concrete Surface Grinder.
You can also find them cheaper than $425.
I've found the cup grinders for around $120 Peter.
Just checked Amazon. They are even cheaper < $100

As usual Scott, you are correct. I had put off buying it on line then had a couple jobs come up. I also prefer to pay more to deal with my local supplier. Rather take it to them for service than send it in. I had found a Bosch reconditioned for about $325 and some on line prices at $375 give or take. The kit does include a DC510 cup with it.
Would love to get their vacuum but they are real pricey. Maybe Santa will know I have been good...

Most tools I buy from the local guys and try to support them as much as possible.

I think I paid around $400 for the kit from them several years ago.
I bought replacement cups from CPOBosch a couple of times.
I use a trigger activated Porter Cable vacuum with mine. It's what most drywallers use and seems to handle the fine dust. Got to use a bag in whatever vacuum set up you use though or you will burn your vac out quickly.

Seven Corners Hardware for me. In St. Paul right by the Xcel Center. A great old fashioned hardware store- aisles about 3 feet wide where you have to turn sideways to pass someone; shelves 10 feet high; every size and shape of nail, screw, bolt, nut and washer you can imagine. I think you can even buy single items of all the fasteners. The entire second floor is tools. Good prices, knowledgeable people and just great to wander around in
Almost as much fun as Axman Supply. This is a 2 store surplus outfit. Never know what you will find here.

I am curious, Why not put any paint thinner or whatever down to break up the paint then scrap it up? I am with rusty Floating floor. But then again I am lazy.
